Written Answers. - Speed Governors.

Ceist:

66 Mr. Barry asked the Minister for the Environment if he proposes to make regulations requiring that all heavy vehicles, tankers, and other such vehicles have a governor fitted to enforce maximum speed limits for these vehicles; if not, if he has satisfied himself with the speeds being attained by these vehicles on our roadways under present arrangements; and if he will make a statement on the matter.

In accordance with an EC Directive, I made Regulations last month requiring the fitting of speed governors to buses and coaches with a design gross vehicle weight exceeding 10 metric tonnes and to heavy goods vehicles (including tankers) over 12 metric tonnes. The speed governors must be fitted to new vehicles registered on or after 1 January 1994 and to relevant post 1987 vehicles, on a phased basis, over the period 1994-1996.
