Local Government (Amendment) Bill, 1994: First Stage.

I move:

That leave be granted to introduce a Bill entitled an Act to amend the Local Government Act, 1941, and the Local Government Act, 1946, so as to require the approval of both Houses of the Oireachtas for any order made by the Minister for the Environment removing from office members of a local authority or a rating authority.

Is this Bill opposed?

No, but I would ask Members to give us adequate notice when bringing forward such Bills.

Since this is a Private Members Bill, under Standing Orders Second Stage must be taken in Private Members' time. Therefore, I ask Deputy Gilmore to move accordingly.

In response to the Taoiseach's reply, may I point out that——

I have requested the Deputy——

——the Bill was presented immediately after the announcement at the weekend by the Minister for the Environment of his intention to abolish the two new county councils in Dublin. Can the Taoiseach say if the Minister intends——

The Deputy is deviating, I specifically asked him to move that Second Stage be taken in Private Members' time.
