Kenny asked the Minister for Transport, Energy and Communications if he has satisfied himself that the volume of discounts introduced recently by Telecom Éireann for large users of certain services provided by them are justified by reference to the cost of supplying the same services to the average user not qualifying for such discounts; that discrimination between customers in this way is consistent with the principles set out in the relevant legislation giving Telecom Éireann a monopoly supply position; and if he will make a statement on the matter.
