53 Mr. E. Kenny asked the Minister for Transport, Energy and Communications if he has satisfied himself that the volume of discounts introduced recently by Telecom Éireann for large users of certain services provided by them are justified by reference to the cost of supplying the same services to the average user not qualifying for such discounts; that discrimination between customers in this way is consistent with the principles set out in the relevant legislation giving Telecom Éireann a monopoly supply position; and if he will make a statement on the matter.

Volume discounts are an accepted term of trade in many businesses and are acceptable in this instance so long as the remaining charge covers at least the actual cost of the service provided. I am satisfied that this is the case. I cannot see any inconsistency with either the principles or the detailed provisions of the Postal and Telecommunications Services Act, 1983.
