127 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when cattle headage will be paid to a person (details supplied) in County Cork.
The application of the person named for grants under the 1993 cattle headage scheme is being processed at present and any payment due will be made shortly.
He was paid an advance payment under the January-February 1993 special beef premium scheme on 24 December 1993. Payment of the balance due cannot be made until all applications received from him in the course of 1993, including his area aid application, have been processed. This is necessary to ensure compliance with European Union regulations covering in particular the ceiling on eligible animals and stocking density. Payment of balance will start shortly.

The person named was paid the balance of his 1993 cattle headage grant on 23 March 1994 but following further examination of his application it has been discovered that he has more animals than he clearly marked on his application. My Department has made arrangements to have grants paid in respect of these animals.
129 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when all outstanding livestock grants will be paid to a person (details supplied) in County Galway.
The person named is an applicant under the 1993 cattle headage scheme but has not submitted an area aid application. My Department has written to him recently to obtain the forage area of his holding. When this information is received his 1993 cattle headage application will be processed and any grant due will be paid.
130 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Waterford will receive suckler cow premium; and if he will make a statement on the matter.
It was a condition of the 1993 suckler cow and special beef premium schemes that applicants who had more than 15 livestock units to be taken into consideration for stocking density limit purposes had to have lodged valid area aid applications. Since there was an application period in November for both the suckler cow and special beef premium schemes it could not be known before 20 December 1993 whether or not an applicant would have more than 15 livestock units to be taken into consideration.
Earlier this year the European Union revised its position on the 15 livestock unit limit and decided that payment can now be made on up to 15 livestock units in cases where area aid applications are not lodged and the total number of livestock units to be taken into account exceeds 15.
The application of the person named for suckler cow premium on four cows is now being processed and any payments due will be made in due course.
131 Mr. Byrne asked the Minister for Agriculture, Food and Forestry the date of application, progress to date and the likely outcome of applications for a beef premium and calf subsidy from a person (details supplied) in County Wexford; and if he will make a statement on the matter.

134 Mr. Creed asked the Minister for Agriculture, Food and Forestry when cattle headage payment will be made to a person (details supplied) in County Leitrim.
The person named was paid an advance of his 1993 cattle headage grant on 2 December 1993. His application is being processed further and any balance due will be paid in the near future. He was paid an advance of his 1993 suckler cow premium on 5 December 1993 but the balance due cannot be paid until all applications received from him in the course of 1993, including his area aid application have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.
135 Mr. Flanagan asked the Minister for Agriculture, Food and Forestry the number of farmers who have benefited to date from grants under the environmentally sensitive area scheme as applied to pilot areas within the State.
Contract agreements have been entered into by my Department with 45 of the 52 farmers who applied to participate in the scheme. The majority of the agreements were entered into in 1993 and the first annual instalment of grant, payable on satisfactory completion of the first year undertakings, has therefore not yet become due. To date grant aid payments have been made to 13 participants.
136 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Mayo will be paid beef premium subsidy; and if he will make a statement on the matter.
The person named applied for special beef premium on nine animals in January-February 1993, on 13 animals in June 1993 and on two animals in November-December 1993. He was paid an advance of £281.89 on foot of the January-February application on 11 April 1994, of £407.18 on foot of the June application and of £62.64 on foot of the November-December application on 15 March 1994. The balance due will be paid shortly. As he lodged his area aid application on 23 June 1993 the penalties referred to by the Deputy will not apply in this case.
137 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when beef premium for February 1993, cattle headage and slaughter premium payments will be made to a person (details supplied) in County Mayo.
The person named was paid the final amount due to him under the 1993 cattle headage scheme on 8 April 1994. Due to age inconsistencies between the January-February and June 1993 special beef premium applications payment has been delayed. This matter is being investigated and if found in order payment will be made shortly. His application for deseasonalisation slaughter premium is being processed and if found in order payment will issue in the near future.

Payments of advances to the person named under the 1993 cattle headage and suckler cow premium schemes were rejected when subjected to computer validation checks. The problems have now been resolved and any payments due under those schemes will issue shortly. He has already been paid an advance payment under the June 1993 22 month special beef premium scheme. Payment of balances due under the 1993 suckler cow and special beef premium schemes cannot be made until all applications received from him in the course of 1993, including his area aid application have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. He was not an applicant under the January-February 1993, June 1993 ten month or November 1993 ten or 22 month special beef premium schemes.

140 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when 1993 ewe subsidy will be paid to a person (details supplied) in County Cork.
The person named was not paid the 1993 ewe premium as he had no quota. He applied for an allocation of quota from the national reserve under a category that required him to be under 35 years of age. He informed my Department that he was over 35 years of age and he does not therefore qualify for an allocation of quota from the reserve.
