Ceist:

119 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Mayo has not received payment in respect of sheep headage and other entitlements.

The person named was paid £911.84 as an advance of the first and second instalments of the 1993 ewe premium on 25 July 1993. The balance due and the 1993 sheep headage grant will be paid in the near future.

120 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Kerry will be paid the 22 month beef premium grant for 1993; the reason for the delay in payment; and if he will make a statement on the matter.

The person named is not the registered herdowner of the herd number quoted. The applications of the registered herdowner for grants under the January/February 1993 and June 1993 special beef premium schemes were rejected at a computer validation check due to discrepancies with ages quoted in previous applications.

The matter is being investigated at present and if the problem is resolved satisfactorily, payment will then be made.

121 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid her 1992 and 1993 suckler cow grants.

The information referred to in a reply to a parliamentary question from the Deputy on this matter on 22 March 1994 has not yet been submitted.

122 Mr. Bradford asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid the 1993 ten month beef premium; and the amount due to this person.

The person named has been deemed ineligible for grants under the January/February 1993 special beef premium scheme as the one animal on which he applied for premium was not twenty one months at the date of application. He did not apply for grants under the special beef premium scheme in the June 1993 and November 1993 application periods.

123 Mr. Bradford asked the Minister for Agriculture, Food and Forestry when payment will issue to a person (details supplied) in County Cork who applied for a suckler cow grant in 1992; and the amount due to this person.

The person named applied for premium on six cows under the December 1992 suckler cow premium scheme on 17 December 1992. He was notified that an inspection under this scheme was going to be carried out on 26 April 1993. When the inspecting officer of my Department called there was nobody present. The inspecting officer called again on 30 April 1993 and again, there was nobody present.

It is a condition of this scheme that approval of applications is subject to field/office inspection, with or without prior notice, of the applicant's herd, holding and relevant cattle identity cards. Since the person named failed to present his animals for inspection when requested, suckler cow premia cannot be paid to him for 1992.

124 Mr. Bradford asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid her June 1993 headage payment; and the amount due to this person.

The application of the person named for grants under the 1993 beef cow scheme is being processed at present and if found in order payment will be made in the near future.

She was paid the balances of her January-February 1993 special beef premium on 25 April 1994 and her June 1993 special beef premium on 26 April 1994.

125 Mr. Bradford asked the Minister for Agriculture, Food and Forestry with reference to Parliamentary Question No. 319 of Tuesday, 22 March 1994, the reason payment due to a person (details supplied) in County Cork has not been made; and if he will have arrangements made for a cheque to issue in the immediate future.

Payment in this case was delayed due to technical difficulties in the scheduling of residual payments. I have now made arrangements for issue of the cheque this week.

126 Mr. Bradford asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Cork has been sanctioned to participate under the forestry grant scheme; the date of such sanction; if he is eligible to participate in the new forestry scheme; and if he will make a statement on the matter.

The applicant concerned received planning approval in February 1992 and also revised approval in December 1992. In this case, as grant aid is payable after 1 January 1993, the person concerned will be considered for any revised rates of afforestation grants and farmers' rate of forest premium approved under the forestry proposals submitted to the EU Commission as part of the back-up measures of CAP Reform under Council Regulation EEC No. 2080/92. The Commission's approval of the new scheme is awaited.

127 Mr. Bradford asked the Minister for Agriculture, Food and Forestry if he will review the response to Parliamentary Question No. 123 of 24 February 1994, in view of the fact that the person (details supplied) in County Cork who applied for a grant under the 1992 beef premium scheme had not purchased any of the animals listed on his application form and none of these animals had been applied for when he lodged his previous special beef premium application on 6 July 1992, and he is therefore adamant that the computer validation check which indicated that he had been paid on three of the animals listed in his latter application is incorrect.

The person named listed incorrect tag identification letters for three animals on the special beef premium application submitted in December 1992. This matter is being investigated and if found in order payment will be made as soon as possible.

128 Mr. Bradford asked the Minister for Agriculture, Food and Forestry with reference to Parliamentary Questions No. 320 of Tuesday, 22 March 1994 and No. 70 of Wednesday, 30 March 1994, if a person (details supplied) in County Cork is eligible for headage payments in view of the fact that his lands are situated in a disadvantaged area.

If the person named owns a minimum of seven and a half acres of land in the disadvantaged areas or has a five year rental agreement for at least that amount of land in the disadvantaged areas he is entitled to apply for headage grants.

129 Mr. Bradford asked the Minister for Agriculture, Food and Forestry when persons (details supplied) in County Cork will receive payment of their 1993 suckler cow premium and 1993 22 month special beef premium.

The applications of the persons named under the 1993 suckler cow and January-February 1993 special beef premia schemes are being processed at present and any payment due will be made shortly. The delay in payment was due to problems with incorrect tag numbers and inconsistent ages of the animals applied on.

They were paid an advance of their 1993 beef cow grant on 3 December 1993. This application is being processed further at present and any balance due will be paid in the near future.

130 Mr. Bradford asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Cork will be paid a headage grant in view of the fact that he made a genuine mistake in the application procedure.

The person named applied for the January/February 1993 special beef premium on 51 animals but the premium can be paid on 39 animals only as the other 12 were sold at a mart without the identity cards being punched before sale as required under the terms and conditions of the scheme. He received an advance payment on the 39 animals on 5 March 1994. His application is being processed further at present and any balance due will be paid shortly.

131 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry the reason the maximum payment of beef premium was not made to a person (details supplied) in County Cork.

The balance of the special beef premium applied for in March 1993 was paid to the person named recently.
