Ceist:

70 Ms McManus asked the Minister for Social Welfare if men, who were in receipt of unemployment benefit on a casual basis, for example, two or three days per week received alleviation payments in November 1986 on a pro-rata basis; and if he will make a statement on the matter.

The amount payable in respect of a day of unemployment is one-sixth of the appropriate weekly rate of payment. Where a man qualified for an alleviation payment under the relevant legislative provisions, his weekly rate of unemployment benefit was increased by the amount of the alleviation payment and his daily rate of payment was calculated on the basis of one-sixth of the appropriate weekly rate.

Ceist:

71 Mr. Durkan asked the Minister for Social Welfare whether the review of lone parents benefit has been completed in the case of a person (details supplied) in County Kildare; and if he will make a statement on the matter.

The person concerned applied for deserted wife's benefit in 1988. Her application was disallowed. The disallowance was upheld by an independent appeals officer. A review of this decision could be undertaken only in the light of new facts or evidence relating to the desertion issue. The Department is not aware of any new information which would warrant such a review.

The person concerned applied for a lone parent's allowance in February 1993. One of the the conditions for receipt of this allowance is that the claimant must not have means in excess of a specified limit — currently £4,056 per annum in the case of a person with one child dependant.
She was requested by a local officer of the Department to produce her business bank account, her building society account and a copy of documentation relating to her legal separation from her husband.
As the person concerned failed to produce these documents, it was not possible for the Department to determine if she was eligible for the allowance. Accordingly, her application for lone parent's allowance was disallowed. She was notified of this decision in June 1993. She did not appeal against this decision. Until the person concerned supplies the documentation requested, there is no basis for a review of her entitlements.
