Written Answers. - South County Dublin Road Projects.

19 Mr. Shatter asked the Minister for the Environment if he will allocate the necessary moneys to enable construction to commence on Dundrum by-pass; if he will further sanction the construction of the Wyckham by-pass as requested by the South Dublin Business Association; and if he will make a statement on the matter.

The section of the Wyckham by-pass between Sandyford Road and Ballinteer Road is included as part of the ancillary works to be constructed in conjunction with the proposed Southern Cross Route Motorway. Funding for that project is accordingly a matter for the National Roads Authority.

The planning, construction and financing of the remainder of the project mentioned in the question is the responsibility of Dún Laoghaire-Rathdown County Council. It would be open to the Council to use the discretionary grant provided annually by my Department to supplement expenditure from their own resources on such works. Alternatively, the project concerned could be put forward by the County Council for consideration under the EU co-financed scheme of grants for improvement works on non-national roads which are important to employment and economic activity. Local authorities will be invited in the autumn to submit applications in respect of such grants for 1995.

I should, of course, point out that in the case of the Dundrum project, the necessary land has yet to be acquired by the County Council and I understand that compulsory purchase procedures may have to be invoked. The provision of a specific grant for construction work would, therefore, be premature at this stage.
