87 Mr. Bree asked the Minister for Agriculture, Food and Forestry when 1993 suckling grant will be paid to a person (details supplied) in County Leitrim.

The person named was paid an advance under the 1993 suckler cow premium scheme on 27 November 1993. His application is being processed further and the balance due will issue shortly.

88 Mr. Connolly asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Tipperary has been refused payment of June 1992, December 1992 and July 1993 subsidies; and the reason he is continuing to be penalised on further subsidies.

The person named applied for special beef premium on 21 animals on 25 June 1992. At an inspection carried out by an officer from my Department on 14 October 1992, the herdowner stated that he had sold four of the animals and he refused to present the remaining 17 animals. Therefore, the person named failed to satisfy my Department that all the animals in question were as declared and in his ownership and possession. Consequently he was ruled out of the scheme for 1992 and 1993 in accordance with the EU regulations.

91 Mr. Crawford asked the Minister for Agriculture, Food and Forestry when January 1993 22 month beef premium will be paid to a person (details supplied) in County Monaghan.

My Department has no record of an application from the person named under the January-February 1993 special beef premium scheme. However, he applied for premium on ten animals under the June 1993 ten months special beef premium scheme and on 20 animals under the June 1993 22 month special beef premium. He was paid the full amount due to him under both of those schemes on 17 May 1994 and 10 June 1994.

92 Mr. Crawford asked the Minister for Agriculture, Food and Forestry when the balance of 22 month subsidy for five animals will be paid to a person (details supplied) in County Monaghan.

The person named has already been paid full grants under the January-February 1993 22 month and June 1993 ten month special beef premium schemes. He did not apply for 22 month premium in the June and November 1993 application periods.

93 Mr. Crawford asked the Minister for Agriculture, Food and Forestry when slaughter premium for 13 animals, 22 month premium for 13 animals and ten month premium for 22 animals will be paid to a person (details supplied) in County Monaghan.

The person named was paid full grants under the January-February 1993 special beef premium scheme on 77 animals on 1 June 1994 and full grants on 21 animals under the June 1993 special beef premium scheme on 16 June 1994. While he applied in respect of 22 animals one was found to have been paid the ten month premium already. He applied for slaughter premium on 101 animals and has been paid premium on 88 of these animals. Payment of slaughter premium on the remaining 13 animals is dependent on the payment of special beef premium on those same animals.

95 Mr. Morley asked the Minister for Agriculture, Food and Forestry when ewe premium will be paid to a person (details supplied) in County Galway.

Under the 1993 ewe premium scheme the person named applied for premium on 27 sheep. He received an advance payment of £447.63 based on that number. However, following full processing of his application, he was deemed eligible for payment only on the 14 sheep which were retained by him for the 100 day retention period. The maximum amount payable was therefore £360.86. The overpayment of £86.77 will be deducted from any payments due under the 1994 scheme.

96 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when special beef premium and slaughter premium will be paid to a person (details supplied) in County Cork.

The person named applied for the 22 month special beef premium on eight animals in January-February 1993. The ages on this application were inconsistent with the ages declared for the same eight animals on an application lodged in November-December 1992 for the ten month special beef premium. This problem has now been resolved and payment will be made shortly. He was paid the special beef premium on 47 ten month animals on 1 June 1994 and on 41 22 month animals on 10 June 1994.

Application received under the 1994 deseasonalisation slaughter premium scheme are being processed at present and it is expected that payments will commence in July.

When this information is received his eligibility for grants under the 1992 and 1993 suckler cow premium schemes and the 1993 cattle headage scheme will be considered.

The application of the person named for grants under the June 1993 special beef premium scheme was rejected as the dates of birth of the animals were omitted from this application. The problem has now been resolved following clarification from the herdowner and payment will be made shortly.

He did not apply for grants under the special beef premium scheme in the January-February and November 1993 application periods.

103 Mr. Morley asked the Minister for Agriculture, Food and Forestry when agricultural grants will be paid to a person (details supplied) in County Mayo.

The person named was paid an advance of £869.40 under the 1993 cattle headage scheme on 2 December 1993 and the balance of £681.60 due under this scheme was paid on 21 March 1994. He also applied for premium on ten cows under the 1993 suckler cow premium scheme. He has already been paid the full premium of £711.81 on nine cows as this is the number for which he has established automatic quota rights. He applied for 1993 ewe premium on 146 ewes and was paid the full premium of £3,273.51 on 127 ewes as this is the number for which he held a quota in 1993. He was also paid £120 on 29 November 1993 under the 1993 sheep headage scheme on 12 ewe hoggets. He applied for deseasonalisation slaughter premium on five animals in 1993 and was paid £263.65 on foot of this application on 9 November 1993. An application under the January-February 1993 twenty two month special beef premium scheme is being processed for payment at present following clarification on a tag number and age of an animal listed on this application. He also applied under the June 1993 twenty-two month special beef premium scheme. This application is being processed and, if found in order, payment will issue shortly. Payment of extensification premium is ongoing. If he is eligible payment will issue in due course.

105 Mr. Crowley asked the Minister for Agriculture, Food and Forestry if he will confirm the approval and pending issue of grant payments to a person (details supplied) in County Cork in view of an earlier parliamentary question which indicated that this application had not been accepted.

In my reply to the Deputy's question of 1 June 1994, I indicated the reasons the person named was ineligible for payment of grants under the November 1993 special beef premium scheme. The position remains as indicated in that reply.
