John Bruton

Ceist:

119 Mr. J. Bruton asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Meath has not received a grant under the 1993 ewe premium scheme; and the position in relation to this and his application for a grant for two ten-month-old premia.

Under the 1993 ewe premium scheme the person named applied for premium on 20 sheep. He had no quota but he was recently allocated a quota of 17 rights from the national reserve. He received payment in respect of his 17 quota rights on 8 June 1994.

My Department has no record of having received an application under the 1993 special beef premium schemes. However, he applied for the January 1994 special beef premium on two animals. A letter has issued to him querying the two tag numbers which were found to be invalid. On receipt of a satisfactory reply payment of 60 per cent of the estimated entitlement may in accordance with EU regulations be made after 1 November 1994.

John Bruton

Ceist:

120 Mr. J. Bruton asked the Minister for Agriculture, Food and Forestry when a decision will be made in relation to the appeal by a person (details supplied) against the refusal to pay premium under the 1992 and 1993 suckler cow scheme in view of the fact that this matter has been under consideration by his Department since December 1993.

The person named applied for EC suckler cow premium on 7 July 1992 in respect of 16 cows. At inspection on 9 October 1992 he presented 16 cows, five of which had mart stickers on their backs. On the same date, the person named had a TB test carried out on his herd and the five cows with stickers on their backs were not listed as being present for that test. At another TB test on 15 May 1992, four of the animals listed on his suckler cow application as cows in July 1992 were described as heifers and one further animal listed as a cow by him was described as a female calf on this TB test. The person named was deemed to have made a false declaration by applying for premium in respect of cows which were not in his herd on date of application and also by applying for premium in respect of four heifers and one calf which contravened the terms and conditions of the suckler cow scheme. As a result he was ineligible to participate in the 1992 and 1993 suckler cow schemes.

The person named wrote to my Department in November 1993, appealing this decision. His case was reviewed but the original decision was upheld and he was informed accordingly in December 1993.

Ivan Yates

Ceist:

121 Mr. Yates asked the Minister for Agriculture, Food and Forestry when approval will be issued for a beef premium application for a person (details supplied) in County Wexford; and if, in view of the fact that he has now submitted evidence in relation to the bona fides of his application, favourable consideration will be given to this.

The person named applied for the 22 month special beef premium on 44 animals in February 1993. He is ineligible for payment on these animals as the months of birth entered on the application indicate that the ages of all the animals at the time of application ranged from 13 months to 20 months. Retaining the animals until they were 22 months does not entitle him to payment. He also applied for deseasonalisation slaughter premium on nine animals in 1993. To date he has been paid on seven of these animals. Payment on the remaining two animals is dependent on payment of special beef premium on those two animals.

Ivan Yates

122 Mr. Yates asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Wexford will have his application under the suckler cow premium scheme approved for payment; if so, when; and if he will expedite approval.

The person named submitted his area aid application form under an incorrect herd number. This matter is being rectified at present and payment under the 1993 cattle headage and 1993 suckler cow schemes will be made shortly.

Enda Kenny

Ceist:

123 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when a cattle headage grant will be paid to a person (details supplied) in County Mayo.

The application of the person named for the 1993 cattle headage scheme is being processed at present and any payment due will be made shortly.

Michael Noonan

Ceist:

124 Mr. Noonan (Limerick East) asked the Minister for Agriculture, Food and Forestry when payment will be made to a person (details supplied) in respect of a suckler cow herd.

The applications of the person named for the 1993 cattle headage and 1993 suckler cow premium schemes are being processed at present and any payments due will be made shortly.

Michael Noonan

Ceist:

125 Mr. Noonan (Limerick East) asked the Minister for Agriculture, Food and Forestry when a second payment in respect of a suckler cow grant will be made to a person (details supplied) in County Limerick.

The person named was paid the balance of £1,328.71 under the 1993 suckler cow scheme on 2 June 1994.

Pádraic McCormack

Ceist:

126 Mr. McCormack asked the Minister for Agriculture, Food and Forestry the reason the payment of the balance of the 1993 ewe premium, the total amount of January 1993 special beef premium and extensification grant has not been paid to a person (details supplied) in County Galway; and when payment will be made.

The person named applied under the 1993 ewe premium scheme for payment on 140 sheep. He had a quota of 109 rights and payment was made in respect of that number. However, he has acquired 97 additional quota rights and arrangements are being made to have additional premium paid to him in respect of 31 sheep — the difference between the number applied for and his original quota.

His application for grants under the January 1993 special beef premium scheme was rejected at a computer validation check because of inconsistent ages. The problem has now been resolved and payment will issue in the near future. Extensification premium cannot be processed until all other payments due to him under 1993 livestock schemes have been calculated.
