Jimmy Deenihan

Ceist:

135 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a decision will be made on the application for a suckler quota by a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person named will shortly be allocated a suckler cow quota of five premium rights from the special reserve for small scale milk producers.

Tony Killeen

Ceist:

136 Mr. Killeen asked the Minister for Agriculture, Food and Forestry the reason arrears of cattle headage and other premia payments have not been paid to a person (details supplied) in County Clare; and when payment of outstanding amounts for each of the years from 1986 to 1992 will issue.

The person named was paid cattle headage grants for the years 1982 to 1987 inclusive for which he was ineligible as he failed to declare the off-farm income of his spouse. He was also paid a 1986 suckler cow grant for which he was not eligible. The total amount of the overpayment was £8,463.52 and this was recovered from 1988, 1989 suckler cow premium and 1990 and 1991 cattle headage and suckler cow premium and also 1988 calf premium. Special beef premium due to him under the 1988, 1989, 1990 and 1991 schemes was paid to him on 4 November 1992. His herd was depopulated in 1992 due to disease problems and he did not apply in 1992 for grants under any of the livestock schemes.

Michael Creed

Ceist:

137 Mr. Creed asked the Minister for Agriculture, Food and Forestry when the 10-month special beef premium grant will be paid to a person (details supplied) in County Cork.

The person named applied for premium on seven animals under the June 1993 10 month special beef premium scheme. Five of these animals were rejected on age grounds. Payment in respect of the two eligible animals issued on 25 May 1994.

The person named applied for premium on five animals under the November 1993 ten month special beef premium scheme. This application is being processed at present and, if found in order, payment will issue in the near future.

Michael Creed

Ceist:

138 Mr. Creed asked the Minister for Agriculture, Food and Forestry when grants under the suckler cow scheme and beef premium scheme will be paid to a person (details supplied) in County Cork; and the reasons for the delay with these payments.

The person named applied for premium on 21 cows under the 1993 suckler cow premium scheme for small-scale milk producers. This application cannot be processed as the person named has not established suckler cow quota rights. Since he was not an applicant in 1992 under the suckler cow premium scheme he does not have automatic quota rights. My Department has no record of an application from him for rights from either the special reserve for small scale milk producers or the national reserve.

He applied for premium on six animals under the January/February 1993 special beef premium scheme. The local office of my Department wrote to the person named on 25 November 1993 requesting the cattle identity cards or mart/factory dockets in respect of those animals. To date no response has been received. His application cannot be further considered until he responds to the inquiry. He again applied for the special beef premium on 13 animals under the June 1993 22 month scheme. The age of 12 of these animals was inconsistent with the age given for the same animals in a December 1992 application. This matter is being pursued with the herdowner and any payment due will issue in the near future.
