Ceist:

191 Mr. E. Kenny asked the Minister for Health the proposals, if any, he has to transfer powers and functions from his Department to the health boards or other local bodies; and when any such proposals will be implemented.

My proposals for organisational reform of the health services, including the future role of the Department of Health, are set out in the health strategy.

These proposals provide that the Department will no longer be involved in the detailed management of individual services and for the ending of the direct funding of voluntary agencies by the Department.

The implications for the Department of implementing these changes will be worked out in the coming months as part of the process of preparing the detailed legislative proposals for reform of the organisational structures of the health services for submission to Government.
