Written Answers. - Disabled Drivers' Parking Permits.

Ceist:

61 Mr. G. Mitchell asked the Minister for the Environment if he will issue stickers for vehicles owned by persons, such as a person (details supplied) in Dublin 12 who is exempt from meter and disc parking fees and has a certificate to display on her vehicle stating this but who regularly runs into difficulty parking in disabled person's places at hospitals and other buildings in view of the fact that at present the Wheelchair Association issues such stickers but the person concerned does not need a wheelchair and cannot obtain a disabled sticker.

Local traffic and parking bylaws or temporary rules made by the Garda Commissioner provide that parking permits for disabled drivers may be granted by a local authority to a person who is suffering from a permanent disability that prevents the person from walking or causes undue hardship to the person in walking. Temporary rules made by the Garda Commissioner in 1993 in respect of Dublin provide for the designation of specific parking places on public roads to be reserved for the holders of such permits.

Parking arrangements on private property are a matter for the owners of such property an I have no power to make regulations or other arrangements in relation to such parking.
