18 Mr. E. Byrne asked the Minister for Equality and Law Reform the organisations or groups he has consulted with so far regarding the report of the working party on child care services for working parents, published on 15 March 1994; the responses, if any, received; and if he will make a statement on the matter.

20 Mr. Currie asked the Minister for Equality and Law Reform the action, if any, he will take on the recommendations of the working group on child care facilities for working parents in view of the fact that the working group was first set up over four years ago to advise on the potential for early action; and if he will make a statement on the matter.

22 Miss Quill asked the Minister for Equality and Law Reform the progress that has been made in implementing the recommendations of the working group on childcare for working parents.

121 Mr. Callely asked the Minister for Equality and Law Reform the progress that has been made to implement the recommendations of the working group on childcare for working parents; the time schedule to implement all recommendations; and if he will make a statement on the matter.

I propose to take Questions Nos. 18, 20, 22 and 121 together.

On 23 March last I outlined the position regarding interdepartmental consultation to establish the Government's response to this report. This consultation is ongoing. All Departments were consulted and many public sector bodies, including tripartite bodies at national and local level, as mentioned in the working group recommendations, are in turn being consulted by their parent Departments. Effective progress on many of the recommendations will involve partnerships between interest groups and relevant public sector authorities. I hope to see progress in respect of these in the coming months. This consultation process does not preclude immediate action being taken and already steps are being taken to advance a number of the recommendations.

On 24 May I indicated in a reply to a question the position regarding arrangements for allocating the £1 million included in my Department's Estimate to support the initiation of a number of pilot childcare measures in disadvantaged areas. Since then, the board of Area Development Management Limited has agreed to administer the scheme. ADM is already involved in local enterprise and related initiatives and is well placed to ensure the strong local employer, community and other interest participation envisaged by the working group in the development of childcare provision. ADM, through the area partnership companies, will invite proposals for grant assistance for new and innovative childcare projects sponsored by community groups under the pilot scheme. Arrangements in that regard are well advanced.
Consideration is also being given to the provision of a suitable allocation to be set aside for childcare as a support measure relating to equal opportunities in connection with EU co-financed employment and training schemes as part of the human resources programme under the National Development Plan. This development which corresponds to a specific recommendation of the working group on child care facilities for working parents, is being pursued in conjunction with my colleague the Minister for Enterprise and Employment. It is also welcome in view of the commitments on childcare in the Programme for Government and theProgramme for Competitiveness and Work.
I have also ensured that childcare provision commitments have been clearly profiled in theProgramme for Competitiveness and Work. This is fully consistent with the recommendation that future collective agreements address this area. I am satisfied that the issue will increasingly find its way onto the collective bargaining agenda of individual enterprises. I consider that it must do so in order to ensure an optimum response to the variety of concerns of working parents and employers regarding such matters.
TheProgramme for Competitiveness and Work contains an undertaking to introduce by 1996 statutory regulation of minimum standards for childcare facilities in accordance with Part VII of the Child Care Act, 1991.
