Order of Business.

It is proposed to take No. 1. It is also proposed, notwithstanding anything in Standing Orders, that; (1) the Dáil shall adjourn not later than 10.30 p.m. tonight: (2) the following arrangements shall apply in relation to No. 1; (i) the opening statements by the Taoiseach, the Leader of Fine Gael, the Tánaiste, the Leader of the Progressive Democrats Party and the Leader of the Democratic Left, who shall be called upon in that order, shall not exceed 30 minutes in each case; (ii) the statements of each other Member called upon shall not exceed ten minutes in each case:

(iii) the Tánaiste may be called on twice to speak; and (iv) a Minister or Minister of State shall be called upon not later than 10.15 p.m. to make a statement in reply not exceeding 15 minutes.

Is the proposal that the Dáil shall adjourn not later than 10.30 p.m. tonight satisfactory? Agreed. Are the arrangements for dealing with No. 1 satisfactory? Agreed.

Will it be standard practice or normal procedure in future on all issues that we will have a statement from the Taoiseach and another statement from the Tánaiste? Up to now it has been customary for a statement to be made by the Government and then by the Opposition parties. Will the Taoiseach give some guideline on what kinds of issues will be the subject of separate statements by these two——

These are clearly points that may be made in the debate.

I would have thought that by now everybody would feel free to enjoy the sense of history in this House and throughout the country today and that all views should be expressed and represented in their own way.
