Appointment of Members of Government and Ministers of State.

I beg leave to announce, for the information of the Dáil, (1) that, having informed the President that Dáil Éireann had approved my nomination of Deputies to be members of the Government, the President on 15 December 1994 appointed them accordingly; (2) that, on the same date I nominated Deputy Dick Spring to be the Tánaiste; (3) that, on the same date I assigned the Departments of State to members of the Government as follows: Department of Foreign Affairs to Deputy Dick Spring; Department of Finance to Deputy Ruairí Quinn; Department of Health to Deputy Michael Noonan; Department of Equality and Law Reform to Deputy Mervyn Taylor; Department of Arts, Culture and the Gaeltacht to Deputy Michael D. Higgins; Department of the Environment to Deputy Brendan Howlin; Department of Education to Deputy Niamh Bhreathnach; Department of Justice to Deputy Nora Owen; Department of Social Welfare to Deputy Proinsias De Rossa; Department of Tourism and Trade to Deputy Enda Kenny; Department of Enterprise and Employment to Deputy Richard Bruton; Department of Agriculture, Food and Forestry to Deputy Ivan Yates; Department of Transport, Energy and Communications to Deputy Michael Lowry; and Department of the Marine and Department of Defence to Deputy Hugh Coveney; (4) that, on that date also, on my nomination, the President appointed Mr. Dermot Gleeson, Senior Counsel, as Attorney General; (5) that, on the same date on my nomination the Government appointed Deputy Seán Barrett to be Minister of State at the Department of the Taoiseach with special responsibility as Government Chief Whip and at the Department of Defence, and Deputy Pat Rabbitte to be Minister of State to the Government and at the Department of Enterprise and Employment with special responsibility for commerce, science and technology and consumer affairs; (6) that, on 20 December 1994 on my nomination the Government appointed the following Deputies to be Ministers of State with the responsibilities as indicated:

Emmet Stagg, Minister of State at the Department of Transport, Energy and Communications;

Brian O'Shea, Minister of State at the Department of Health, with special responsibility for mental handicap, health promotion, food safety and public health;

Eithne Fitzgerald, Minister of State at the Office of the Tánaiste and at the Department of Enterprise and Employment with special responsibility for labour affairs;

Joan Burton, Minister of State at the Department of Foreign Affairs with special responsibility for overseas development assistance and Minister of State at the Department of Justice,

Toddy O'Sullivan, Minister of State at the Department of Tourism and Trade;

Gay Mitchell, Minister of State for European affairs and local development at the Department of the Taoiseach with special responsibility for IFSC and local development initiatives and Minister of State at the Department of Foreign Affairs with special responsibility for European affairs generally;

Bernard Allen, Minister of State at the Department of Education with special responsibility for youth and sport and Minister of State at the Department of the Environment with special responsibility for local government reform;

Bernard Durkan, Minister of State at the Department of Social Welfare;

Jimmy Deenihan, Minister of State at the Department of Agriculture, Food and Forestry;

Philip Hogan, Minister of State at the Department of Finance;

Austin Currie, Minister of State at the Department of Health, the Department of Education, and of Justice;

Eamon Gilmore, Minister of State at the Department of the Marine; and

Liz McManus, Minister of State at the Department of the Environment.

I wish to make a point of order, Sir.

I am sure the Deputy appreciates that the announcements made by the Taoiseach are for the information of the House only and that no debate or comment must arise from them.

I am entitled to make a point of order.

I understand. I wish to reassert my statement on this matter and no point of order will transgress it.

On a point of order, I wish to express my disappointment that the Government did not appoint anyone to one of the most effective junior ministries, environmental protection——

The Deputy will be afforded an opportunity of commenting at a later stage but not now.

The Government abolished one of the most effective ministries, the only one with sole responsibility for environmental protection.

Deputy Harney should desist, her point of order has clearly been a point of disorder and she must now resume her seat.

In extending the number of junior ministries they abolished one of the most effective junior ministries.

Deputy Brendan Howlin at Cabinet level will be an excellent Minister for the Environment.

With all the other jobs.
