Ceist:

214 Mr. H. Byrne asked the Minister for Agriculture, Food and Forestry if he will give detail of the proposed savings of 8 per cent in salaries, wages and allowances by his Department in 1995; if he will publish in tabular form the amount expended under this subhead in each year since 1987 giving the percentage increase in each year over the previous year and the percentage increase or decrease above or below the amount expended in total public service pay in each year over the previous year; and if he will make a statement on the matter. For administrative reasons, it was decided that for 1995 a separate entry for expenditure on temporary veterinary inspectors would be shown under a new subhead A.9. Previously the estimate for this type of expenditure was included as part of subhead A.1. The combined 1995 estimate provision for subheads A.1. and A.9. shows an overall increase of 4 per cent compared to the equivalent expenditure in 1994.

Details of expenditure on salaries, wages and allowances in respect of Agriculture and Food Vote and total Public Service pay since 1987 are as follows:

The increase in the subhead in the period 1987 to 1994 was 46 per cent. The corresponding increase in salaries, wages and allowances for the Public Service as a whole was 58 per cent.

The reduction in expenditure in 1989 is attributable to the establishment of Coillte Teoranta on 1 January 1989 which removed approximately 2,500 staff from the payroll of the Forestry Vote. The increase in the period 1991 to 1994 was 68 per cent.
