Ceist:

5 Miss Harney asked the Taoiseach the public relations firms or consultancy firms, if any, that are retained within his Department; the terms of their contract; whether he favours an open tendering system for such contracts, and the regular renewal of such tendering arrangements. [2551/95]

No consultants are retained on an on-going basis by my Department at present. However, consultants have been, and will continue to be, engaged from time to time.

I understand it was the practice of my predecessors to employ consultants, from a limited number of firms, on the basis of their proven record of skills. I see an obvious advantage in this, especially where there are time limitations. However, I have come to no conclusions about the extent to which this practice should continue — my preference would be for whatever system results in the most efficient and effective outcome.

I am surprised at the Taoiseach's reply because I am sure he is familiar with the appointment of Hogan and Associates and Carr Communications in relation to matters concerning the beef tribunal.

I am indeed.

I do not believe that was an open or fair system. Has the Taoiseach carried out any investigation as to how these consultants were appointed and what result did he come to?

As the Deputy has asked me to do so, I will.

May I ask the Taoiseach if one of these consultancy firms will be organising meetings between the political correspondents and his various officials?

I remember being advised, when I first became a Parliamentary Secretary, that one should always try to find out the motive behind the question before one attempts to answer it. I am puzzled to know the motive behind Deputy Ahern's question. Perhaps he would elaborate and I will then give him the answer he wants.
