Written Answers. - FÁS Training Support Scheme.

12 Mr. E. Byrne asked the Minister for Enterprise and Employment the proposals, if any, he has to review the operation of the FÁS training support scheme in view of the recent ESRI study which found that the level of employee training remains lower than the European average and that the training support scheme had relatively little impact on larger firms; if he intends to further target smaller firms in view of the fact that they derive the most benefit from the scheme; and if he will make a statement on the matter. I am aware of the recent ESRI study of the FÁS training support scheme. This is one of a number of studies and evaluations which have been undertaken in recent years in the area of training in industry.

Other studies undertaken in recent years include: Roche and Tansey (1992); ESF evaluation unit reports on the TSS (1992 and 1993); and NESC report No. 95 (1993). These studies broadly come up with similar conclusions. These include: lack of training in industry, particularly small and medium size companies; need to develop a training culture in industry; skills gap does exist; management training crucial; TSS programme successful but needs to be targeted more at particular sectors and small companies; problems created by lack of resources in TSS; and need for proper system of certification.

The conclusions in the various reports produced are currently being considered in the context of the proposed White Paper on training which, as the Deputy will be aware, will outline the Government's future strategy for all areas of training.

I should say that arising from the recommendations of reports on the training support scheme, produced by my own Department's European Social Fund evaluation unit in 1992 and 1993, the scheme was altered to ensure more targeting of small firms.
