Brennan asked the Minister for the Environment his views on the use of land for a halting site which is accessed by a major road which is carrying 18,000 vehicles per day, and which is described by the local authority as substandard has no footpaths, has inadequate water and sewerage facilities, is zoned high amenity and is in an area where planning permissions have been consistently refused for these reasons; and if he will make a statement on the matter. Brennan asked the Minister for the Environment if he has approved funding of approximately £600,000 for a temporary halting site to accommodate 40 caravans in two units at Blackglen Road, Sandyford, County Dublin; his views on whether the expenditure of this amount on a temporary site is reasonable; and if he will make a statement on the matter. I propose to take Questions Nos. 39 to 41, inclusive, together.
Applications for funding for halting site proposals are considered, having regard to the characteristics of individual sites, by reference to guidelines issued by my Department to local authorities in 1985. I am arranging to have a copy of these guidelines sent to the Deputy. The location of halting sites remains, however, primarily a matter for each local authority to decide.
I have approved, subject to some technical details, proposals by Dún Laoghaire-Rathdown County Council for a 20 day temporary site at Sandyford which is estimated to cost over £600,000. Precise costings will not be available until tenders are received and considered.
