Ahearn asked the Minister for Agriculture, Food and Forestry the special conditions, if any, that apply to farmers with less than a 15,000 gallon milk quota in relation to their application for farm pollution grants and under the rural environmental protection scheme; and if he will make a statement on the matter. Under the control of farm pollution scheme, no special conditions apply to farmers with less than 15,000 gallons milk quota. Permanent milk quota is one of the criteria taken into account to establish the number of farm enterprise units on a farm. These units determine whether an applicant is eligible for the higher 60 per cent — enterprises with 80 units or less — or lower 30 per cent rate of grant — enterprises with more than 80 units — and corresponding investment ceilings. Milk quota is calculated at 1 unit per 400 gallons. Under the scheme of investment aid for up-grading of on-farm dairying facilities applicants with a permanent milk quota of up to 15,000 gallons are eligible for grant at a rate of 60 per cent. Lower rates apply above this level.
In the case of the rural environment protection scheme — REPS — there are no special conditions for applicants with a milk quota of less than 15,000 gallons.

Payment of subsidy in respect of milk quota purchased by the person named has been made to his co-operative for passing on to him.
