Ceist:

52 Mr. B. Ahern asked the Tánaiste and Minister for Foreign Affairs the persons appointed by him or by Ministers of State at his Department as programme managers, advisers, secretaries, assistants, counsellors or back-up staff either in his Department or in constituency offices; the annualised remuneration being paid to these staff; the names of individuals, groups or companies which have undertaken or have been approved to undertake full-time, part-time or casual consultancies, reviews, examinations or analysis or any public relations services on his behalf or on behalf of Ministers of State at his Department; the actual or estimated cost in this regard; the persons, companies, consultants, attachés or otherwise he or Ministers of State at his Department have appointed to semi-State bodies under the aegis of his Department; and any reviews, consultancies or reports he or Ministers of State at his Department have commissioned or are due to commission; and the full cost in respect of all these matters. The situation in the Department of Foreign Affairs and the Office of the Tánaiste and in the constituencies remains as set out in my reply to Question No. 58 on 24 January 1994, as updated in my reply to Question No. 66 on 7 June 1995 when I confirmed that Minister of State Burton was finalising the appointment of a Special Adviser. The current salaries of all the staff concerned remain unchanged from the previous replies except for Programme for Competitiveness and Work increases.

Consultancies, etc.

I have already given details in my reply to Question 34 of 15 June 1995 of consultants engaged by the Department of Foreign Affairs and the Office of the Tánaiste in the current year. The only update in this regard is a recent consultancy contract granted by the Department of Foreign Affairs to a firm of engineers, Moloney and Millar, to provide structural drawings of a stairwell for the Passport Office in Cork. The cost involved was £618.31.

Under the Irish Aid Programme, a number of consultant-analysts are employed on a short term basis to carry out reviews on aid projects. Details of the personnel and costs since 1 January 1995 are as follows:

As regards additional consultancy work being commissioned, a further country review for Zambia has been approved as part of the aid programme and will be carried out later this year. The review will be carried out by Mr. John Grindle and two Zambia consultants who have not yet been commissioned. The cost of remuneration is estimated between £15,000 and £20,000.
I have already indicated that the Second Report of the Task Force on Long-Term Unemployment will be published at the end of the year. Apart from the consultancy costs referred to in my reply to Question No. 34 of 15 June 1995 additional cost relating to printing will be incurred by the Office of the Tánaiste.
Semi-State Bodies
There are no semi-State bodies under the aegis of the Department of Foreign Affairs or the Office of the Tánaiste.
