79 Mr. B. Ahern asked the Minister for Arts, Culture and the Gaeltacht the persons appointed by him or by Ministers of State at his Department as programme managers, advisers, secretaries, assistants, counsellors or back-up staff either in his Department or in constituency offices; the annualised remuneration being paid to these staff; the names of individuals, groups or companies which have undertaken or have been approved to undertake full-time, part-time or casual consultancies, reviews, examinations or analysis or any public relations services on his behalf or on behalf of Ministers of State at his Department; the actual or estimated cost in this regard; the persons, companies, consultants, attachés or otherwise he or Ministers of State at his Department have appointed to semi-State bodies under the aegis of his Department; and any reviews, consultancies or reports he or Ministers of State at his Department have commissioned or are due to commission; and the full cost in respect of all these matters. No appointments of this nature have been made to the office of the Minister of State at my Department, who also is a Minister of State at the Department of the Taoiseach.
In addition to the appointments referred to above, there are eight civil servants in the Minister's office and four in the constituency office, excluding Ms Hayes and Ms Jordan. There are two civil servants attached to the office of the Minister of State at my Department.
Companies or individuals engaged since 16 December 1994 in respect of consultancies, etc., as outlined by the Deputy are listed as follows. With regard to the cost of the services provided, the Deputy will appreciate that it would be unwise to give details of the price quoted by the successful tendering company cases where such a competitive process was followed. I can confirm, however, that the final overall cost involved in those cases — marked ** below — is expected to be of the order of £39,000. In cases where once-off smaller sums were involved and a formal tendering process was not, or could not be, followed, details of the estimated cost are provided as requested.

With regard to reviews, etc., commissioned by me, I have established a task force on the music industry, FORTE, to identify factors inhibiting the industry's development and put forward initiatives to accelerate its expansion, with particular emphasis on significantly increasing the number of sustainable jobs in the industry. I have also established a working group to review the operation of the Irish summer colleges. Furthermore, it is intended, in consultation with the Department of Finance, to engage consultants to assist my Department in reviewing the operation of the section 35 investment incentive scheme for film production. In addition, my Department will be carrying out in the near future a detailed assessment of the financial and artistic-cultural merits of applications for funding under the cultural development incentives scheme, 1994-99, and it is my intention during the course of these assessments to avail of services, on a consultancy basis, of relevant dedicated State agencies. The cost of these projects is not yet known.
