81 Mr. E. Ryan asked the Minister for the Environment the effectiveness of the measures for the enforcement of the Building Regulations, 1991. [11615/95]

Responsibility for overseeing the operation of the building regulations, including enforcement where necessary, is a matter for building control authorities. Powers of enforcement have been provided for building control authorities in the Building Control Act, 1990, and I am satisfied that these are adequate. I understand that the building control authorities, in conjunction with the Construction Industry Federation and FAS, have developed a training scheme which will benefit both the industry and the regulatory authorities in better implementing the regulations.
