93 Mr. B. Ahern asked the Minister for the Environment the persons appointed by him or by Ministers of State at his Department as programme managers, advisers, secretaries, assistants, counsellors or back-up staff either in his Department or in constituency offices; the annualised remuneration being paid to these staff: the names of individuals, groups or companies which have undertaken or have been approved to undertake full-time, part-time or casual consultancies, reviews, examinations or analysis or any public relations services on his behalf or on behalf of Ministers of State at his Department; the actual or estimated cost in this regard; the persons, companies, consultants, attachés or otherwise he or Ministers of State at his Department have appointed to semi-State bodies under the aegis of his Department; and any reviews, consultancies or reports he or Ministers of State at his Department have commissioned or are due to commission; and the full cost in respect of all these matters. I appointed a programme manager, Ms Anne Byrne, at a salary of £43,752 per annum; a personal assistant, Ms Frances Kelly, at a salary of £22,703 per annum and a personal secretary, Ms Marion Doyle, at a salary of £16,416 per annum, plus an annual allowance of £886. I also appointed a special adviser, Dr. Tim Collins, annual salary £43,752, who resigned from that office on 1 June last.

Minister of State, Deputy Liz McManus, has appointed a special adviser, Mr. Philip Duffy, at a salary of £27,540 per annum; a personal assistant, Ms Anne Ferris, at a salary of £12,693 per annum plus an annual allowance of £1,269; two part-time personal secretaries, Ms Cora Pocock, at a salary of £5,109 per annum plus an annual allowance of £511 and Ms Finola Murphy at a salary of £4,406 per annum; and two civilian drivers, Mr. Seán Gallagher and Ms Brigid O'Brien, at a salary in each case of £13,185, per annum.

The information requested on consultancies commissioned since my appointment as Minister for the Environment is set out in the following table. In addition, seven graphic design companies were engaged to prepare designs for a total of 21 departmental publications etc; fees totalled £41,564.
Neither I nor the Ministers of State at my Department have made any other appointments of persons or companies of the type referred to in the question for public relations or other work. It is intended to commission major studies on local government funding and on urban renewal, but it is not possible to indicate the costs arising until appointments have been made and terms agreed.
