I propose to take Questions Nos. 32, 98, 99 and 100 together.

INTERREG I was intended to help Border areas prepare for a Community without internal frontiers. The Joint Operational Programme prepared by Ireland and Northern Ireland for the period 1991-93 aimed to assist the Border region overcome its special development problems and to promote the creation and development of networks of cross-Border co-operation in order to maximise growth potential.

It was the third largest INTERREG programme in the EC, with a total of (in 1993 terms) £66 million provided by the Community, £34 million provided by national administrations and £18 million by private funding. This amount was split evenly between North and South. The programme covered the six Border counties of Donegal, Leitrim, Sligo, Cavan, Monaghan and Louth in the Republic, and all of Northern Ireland with the exception of Belfast.

The programme was multi-sectoral and covered the following sub-programmes — tourism, agriculture-fisheries-forestry, human resources, environmental protection and regional development. The regional development sub-programme included community development, infrastructure (mainly roads and energy) and cross-Border linkages between bodies engaged in economic development.
The programme allowed for assistance to be given to both stand-alone and cross-Border projects and over 600 applications for assistance were received. More than half of these were successful in getting funding under INTERREG.
The independent evaluation carried out on behalf of the Commission by consultants KPMG showed that by and large the programme had succeeded quite well. Many worthwhile projects were assisted and a good co-operative foundation was laid for the successor programme which is now in operation.
Because of the nature of the programme it is not appropriate to break funding down on a county by county basis. However, I append a tabular statement to this reply setting out the details of the projects funded and their locations. The Deputy should bear in mind that many of the projects have a multi-county impact.
Final payments under the programme fall to be made by the end of the month. All of the projects funded succeeded to a greater or lesser degree in meeting the objectives of the programme. It is not known if some projects failed to go ahead because of difficulties in sourcing matching funding. Adequate provision has been made under INTERREG II for matching funding in cases where an otherwise worthwhile project would fail to proceed. I should add, however, that taking a real stake in a project, whether financially or otherwise, confers a sense of ownership of the project on the promoters.
There have been no instances where allocated money has had to be returned unspent to the EU.
INTERREG I was a multisectoral programme covering a wide and diverse range of project areas. It also supported developments under other Operational Programmes and IFI programmes. Its aims were to support economic development in the eligible area and to support cross-Border co-operation. While it obviously had a significant impact, in terms of the funding available to it, on employment levels it is not possible to easily disaggregate figures in terms of employment created directly attributable to the programme.
