37 Dr. O'Hanlon asked the Minister for Finance the number of both new and vacant posts in public service agencies under his aegis and in the Civil Service approved since 1 January 1995; the number of such posts approved by him; the number approved since 1 May 1995; the number and date of such approvals since 1 June 1995; and if he will make a statement on the arrangements announced by him on 8 June 1995 for filling public service posts. Since the institution of delegated administrative budgets in most parts of the Civil Service, my specific authority has not been required to fill or create posts up to higher executive officer level in Civil Service Departments or offices which operate administrative budgets. Such Departments and offices, once they adhered to the conditions of delegation, were free to create and fill posts in this category (which account for the majority of posts in the Civil Service) without reference to my Department.

My sanction was, however, required for the creation of posts at these levels in the very limited area of the Civil Service where administrative budgets do not apply.

My Department did not between 1 January and 9 June 1995 impose any restrictions on the filling of vacancies which occcured in grades outside the administrative budget categories.

The number of new posts in categories for which my authority was required and obtained since January of this year, was 132 of which 90 were sanctioned in the period to the start of May, 26 during the month of May and 16 during the period 1 June to 8 June.

Under the recent Government decision, the creation of any further posts will now require Government approval.

Departments are however obliged to notify my Department of the numbers of staff serving at the end of each quarter. The number of non-industrial civil servants serving on 31 March, 1995 (the last date for which figures were notified in the normal course) was 28,616.
Vacancies within that number and posts subsequently authorised by me or by the Government from 9 June 1995 may be filled in the normal way.
In so far as the public service bodies under my aegis are concerned, the only institutions concerned are the IPA and the ESRI. There have been no additional recruitment and no new posts have been approved in the IPA this year. An additional seven persons have been recruited in the ESRI since 1 January 1995 — on a fully self-financing basis.
