Since the institution of delegated administrative budgets in most parts of the Civil Service, my specific authority has not been required to fill or create posts up to higher executive officer level in Civil Service Departments or offices which operate administrative budgets. Such Departments and offices, once they adhered to the conditions of delegation, were free to create and fill posts in this category (which account for the majority of posts in the Civil Service) without reference to my Department.
My sanction was, however, required for the creation of posts at these levels in the very limited area of the Civil Service where administrative budgets do not apply.
My Department did not between 1 January and 9 June 1995 impose any restrictions on the filling of vacancies which occcured in grades outside the administrative budget categories.
The number of new posts in categories for which my authority was required and obtained since January of this year, was 132 of which 90 were sanctioned in the period to the start of May, 26 during the month of May and 16 during the period 1 June to 8 June.
Under the recent Government decision, the creation of any further posts will now require Government approval.
