103 Mr. Callely asked the Minister for Finance the total debt of all semi-State companies; the level of debt guaranteed; if he will give a breakdown of the total debt; the proposals, if any, he has to address this debt; and if he will make a statement on the matter. [11959/95]

The information requested by the Deputy is in the following schedule.

Legislation dealing with semi-State companies and financial institutions sets out the responsibilities of the Minister for Finance in relation to borrowings. In all cases the consent of the relevant Minister and of the Minister for Finance is required for borrowings of such bodies. In addition, legislation usually enables the Minister for Finance, on the recommendation of the relevant Minister, to guarantee individual loans.

Information on borrowings guaranteed by the Minister for Finance is published in the annual Finance Accounts which is laid before the House. Semi-State companies include details of borrowings in their Annual Reports and Accounts which are also laid before the House.

The level of borrowings of individual State bodies is, in the first instance, a matter for the Boards of the bodies concerned having regard to their overall financial position and for the appropriate Minister within the framework of the legislation applicable to borrowings.

In considering requests for approval to borrow, the relevant Minister obtains all the information required in relation to operations, results and financial position from the bodies concerned.
