163 Mr. Gallagher (Donegal South West) asked the Minister for Enterprise and Employment the amount of additional funds that will be spent in Ireland under the EU Youthstart initiative which has been allocated an extra 100 million ECU or £80 million recently for operations within the European Union by the European Commission: and if he will make a statement on the matter. My Department has recently been notified of an additional allocation of 17.53 million ECU's for the two human resources initiatives, Adapt and Employment. The employment initiative incorporates a number of distinctive strands, including the Youthstart programme referred to by the Deputy. The Commission has indicated that at the European Union level an additional 100 million ECU will be assigned to the Youthstart programme. At the level of the individual member state, however, flexibility has been provided to determine how the additional funds will be allocated in line with national priorities.

The additional funding now notified is for expenditure in the period 1997-1999. Proposals from the different member states of the European Union to indicate their plans for the allocation of the new funds will be put to the Commission in the interim. In making proposals in this regard I will take fully into account the needs of the most disadvantaged groupings on the labour market, The real potential of pilot projects under the human resources initiatives to contribute to the improvement of their situation and the best application of these additional funds to maximise their impact.
