Ceist:

110 Mr. Aylward asked the Minister for the Environment the directives, if any, which have been issued to local authorities concerning the provisions of the Waste Bill; if the Bill contains provision directing local authorities to advertise refuse collection services by public tender; and if he will make a statement on the matter. [16505/95]

The main provisions of the Bill in relation to waste collection are contained in sections 22 and 26, which relate to waste management planning by local authorities and the Environmental Protection Agency; in section 33, which places certain obligations on local authorities to collect, or arrange for the collection of, household waste and authorises them to collect other wastes; and in section 34, which provides that a commercial waste collection activity would require a permit from the relevant local authority. The manner in which a local authority collects or arranges for the collection of waste within its functional area is primarily a matter for the authority. The question of issuing directives in relation to any matter under the Waste Bill 1995 would not arise until after its enactment.
