Written Answers - Arrangements for Special Needs Students.

151 Mr. Martin asked the Minister for Education her Departmental policy in relation to organising special arrangements for special needs students during State examinations; and the changes, if any, that have taken place in relation to such policy in recent years. [2527/96]

My Department's policy in regard to special arrangements for candidates with disabilities is outlined in a comprehensive circular which was issued to schools on 1 November 1994, following the deliberations of a Departmental review group. I will make arrangements for a copy of this circular to be sent to the Deputy.

The circular introduced a number of changes to the existing system. Schools were informed that applications for special arrangements would have to be made much earlier than hitherto. They were also informed that decisions would be issued much earlier than hitherto and that an independent body would be established to consider appeals against decisions.

The appeals committee consists of five members, three from outside the Department, including the chairperson and two from the Department. The Department personnel are not involved in making decisions on the original applications.
