Vol. 461 No. 4

Written Answers. - Substitute Teachers.

Seán Haughey

Ceist:

157 Mr. Haughey asked the Minister for Education if she has satisfied herself with the current arrangements regarding substitute teachers for primary and secondary schools; the plans, if any, she has to establish a new panel operated by her Department; and if she will make a statement on the matter. [3163/96]

While I am aware that a number of primary schools experience difficulties in this regard, I am satisfied with the general arrangements for substitution at both primary and second level.

At primary level, a pilot scheme has been in operation for some years whereby a supply panel of teachers has been established in selected areas to cover absences of teachers on sick leave. This scheme has proved to be very successful, and it is my intention to broaden its scope as resources permit. In second level schools, substitute teachers are employed by the managerial authorities of individual schools. There are no plans at present to change the current arrangements.

Ceist:

158 Mr. Haughey asked the Minister for Education if she will commission a report on the working practices and conditions of substitute teachers not under contract, involving submissions from interested parties; and if she will make a statement on the matter. [3164/96]

I have no plans at present to commission a report as outlined by the Deputy.
