196 Mr. Creed asked the Minister for Justice the procedures whereby American citizens of independent financial means can secure right of residence in this country. [5679/96]

Persons who wish to remain in the State must if they are a national of a State not listed in the Sixth Schedule to the Aliens (Amendment) Order 1975 be in possession of a valid Irish entry visa obtained at an Irish embassy or consulate prior to their entry to the State. Nationals of the United States of America do not require an Irish entry visa.

All applications to remain in the State are decided on the merits of each case. Persons who seek to remain in the State for longer than three months are required to register and obtain permission to remain from their nearest superintendent's office of the Garda Síochána or, if in the Dublin area, from the Aliens Registration Office, the Garda Síochána, Harcourt Square, Dublin 2.

As a minimum, persons of independent financial means who wish to come to reside in the State must show that they have a level of income sufficient to support themselves and any accompanying dependants without recourse to any form of State aid. They should have no intention of working in Ireland nor should they have a need to engage in business here in order to support themselves. In addition, they should have full private medical cover and be of good character.

Persons of independent financial means who wish to apply to remain in the State to establish a business here must first obtain business permission from the Minister for Justice.
