The method of recruiting special advisers, personal assistants, personal secretaries and programme managers for Ministers of State is a matter for the individual office holder. The Government guidelines on the subject make no mention of recruitment methods. These guidelines have been in existence for some time and are broadly similar to those in operation when the Deputy's party was in office.
