Written Answers. - EU Funding for Border Countries.

68 Dr. McDaid asked the Minister for Finance the schemes from which Ireland has received funding from the European Union in each of the years from 1985 to 1995; the amount of money drawn down from each of these schemes; the amount given to Border counties; and the amount paid to County Donegal. [5502/96]

Ireland receives funding from the European Union from a number of sources e.g. — FEOGA Guarantee, the Structural funds i.e. FEOGA Guidance, European Regional Development Fund, European Social Fund and the Cohension Fund. Funds are also received under various lines in the EU Budget.

FEOGA Guarantee supports measures under the Common Agricultural Policy and the Structural Funds support development in the productive sectors — industry, agriculture, fisheries, tourism, etc,; the economic infrastructure sectors — transport, energy, communications, environmental services, etc. and in the human resources area. Table I which follows shows the receipts under FEOGA Guarantee, from each of the Structural Funds and other miscellaneous receipts for each of the years from 1985 to 1995. The funds shown under "miscellaneous" relate to the Financial Instrument for fisheries guidance, fishery protection, veterinary fund, International Fund for Ireland, etc.

Total amounts of funds received from the EU are not compiled by my Department on a regional or county basis. However, Structural Fund expenditure under CSF and National Development Plan 1989-1993 are compiled and the figures to date for the Border sub-region-Border region are shown in Table II. The 1993 figures are estimated; a regional breakdown of the post 1993 data relating to this CSF is not yet available.
The expenditure figures in respect of the regional authorities for the years 1994 and forecasts for 1995 as supplied by lead Departments for the various programmes under CSF 1994-1999, most of the Community Initiatives 1994-1999 and the Cohesion Fund covering the transport area are also shown at Table II. Figures for 1994 and 1995 are not yet available on some of the Community Initiatives and on the Cohesion funding relating to the environment sector.

In addition to the above it is estimated that payments of the order of £34 million in 1994 and £46 million in 1995 were received by Resarch Bodies, Higher Education establishments and private firms.

Figures for 1994 show expenditure under CSF 1994-1999 in the Border Region which comprises counties Donegal, Leitrim, Cavan, Monaghan, Louth and Sligo. The 1995 figures which are for the Border region are forecasts only.
