I move:
That leave be granted to introduce a Bill entitled an Act to provide for the control, registration, identification and sale of non-thoroughbred horses; for the prevention of cruelty to such animals; for the imposition of penalties and for related matters.
Is the Bill opposed?

In view of the Taoiseach's concern about this matter, he might be gracious enough to take it in Government time. As perhaps he will not, I move that it be taken in Private Members' time.
Since the Bill is not opposed, Second Stage shall be taken in Private Members' time.
