Mary Harney

Ceist:

114 Miss Harney asked the Minister for the Environment the reason a person (details supplied) in Dublin 8, a first time purchaser of an apartment in a converted convent complex, is not eligible for the grant in view of the fact that purchasers of similar type apartments in converted buildings are entitled to this grant. [6733/96]

A new house grant cannot be allowed in this case as, contrary to a condition of the scheme, the apartment is not newly built but forms part of an existing building which has been converted to accommodation units. In certain circumstances, for example where planning permission requires the retention of the facade of a building, a grant can be allowed where the dwelling provided is newly built and not structurally dependant on the existing building element required to be retained.
