Ceist:

60 Miss M. Wallace asked the Minister for Health the current position concerning the development of charters for groups such as children, the elderly and people with disabilities in relation to establishing their rights within the health service. [7702/96]

, Limerick East): In regard to children, my Department is funding a research project to explore options concerning an appropriate mechanism to promote and protect children's rights in Ireland, including the possibility of an ombudsman for children. The Children's Rights Alliance has responsibility for carrying out the research, the findings of which will be available in September 1996.

The Commission on People with Disabilities is considering a charter for the disabled and its report is awaited.

The National Council for the Elderly was asked for its views on a draft charter of rights for older people. I have now received its views which are being considered. It is intended that any charter of rights for older people would be complementary to the charter of rights for hospital patients.
