124 Mr. Costello asked the Minister for the Environment whether he intends to make regulations for the banning of heavy goods vehicles in the Dublin Metropolitan area as requested by the Garda Commissioner and the joint local authorities; when these regulations will be made; and if he will make a statement on the matter. [8666/96]

It is proposed to include a provision in regulations to be made under section 35 of the Road Traffic Act, 1994 enabling local authorities to restrict the parking of heavy goods vehicles in specified places. Work is in hands on the drafting of these regulations, with a view to having them finalised at the earliest possible date this year.

Pending the commencement of these regulations, there are provisions under section 90 of the Road Traffic Act, 1961 under which controls on the parking of heavy goods vehicles may be applied through traffic and parking by-laws or temporary rules made by the Garda Commissioner, subject to my consent.
