It is an obvious statement of fact that the IRA is ultimately responsible for its own actions. The Government has repeatedly called on the IRA to re-instate the ceasefire unequivocally, thereby enabling Sinn Féin to make its distinctive and necessary contributions to the all-party negotiations commencing on 10 June.
