63 Mr. S. Brennan asked the Minister for Finance the reason for the delay in the implementation of tax relief in respect of fees at private colleges which was announced in the 1995 budget; his views on whether the delay in a code of standards being issued by the Minister for Education is a major contributory factor in this delay; and if he will make a statement on the matter. In the 1995 budget I announced my intention to introduce from the academic year 1996-97 tax relief for fees paid to private colleges in respect of approved courses. The Finance Act, 1995 contained the necessary legislation and provided that the relief would apply to fees for the academic year commencing on or after 1 August 1996. The codes of standard required under section 6 of the Finance Act, 1995, have been prepared by my colleague, the Minister for Education, and agreed by me. These codes of standard have been published by the Minister for Education in good time for the measure to become effective from the coming academic year.
