Transport (Dublin Light Rail) (No. 2) Bill, 1996: Second Stage.

I move: "That the Bill be now read a Second Time."

Is that agreed?

Though it is now 18 minutes past the expiry of the order of the House today, guillotined by the Government, I want to put on the record that what we are doing is passing the Second Stage of a Bill that has not been debated in the House, so that Members and the public alike will realise this is the first reference to this Bill.

The Deputy refused an opportunity to debate it.

This Government would not allow one week to debate the Bill. This means it is getting a Second Reading without debate, the greatest example of a Bill being forced through.

We wanted one week to debate it. This is a disgrace and we on this side of the House are totally opposed to this proposal.
