Written Answers. - Regulations on the use of Jet Skis.

327 Cecilia Keaveney asked the Minister for the Marine the measures, if any, currently in force in relation to a minumum distance water skis or jet skis must be from an area in which people are swimming; and if he will make a statement on the matter. [13233/96]

As Minister for the Marine, I hold responsibility for safety on the water in so far as vessels, passengers and crew are concerned.

As regards the use of jet skis and fast power craft, the Merchant Shipping (Jet Skis and Fast Power Boat) Regulations, 1992 enables local authorities to propose that areas within their jurisdiction, or in the seas adjoining their jurisdiction, be designated as unsuitable for the operation of jet skis and fast power boats in the interests of the safety of pleasure craft and their occupants.

Jet skis and fast power craft used in water-skiing are prohibited from operating within an area designated under these regulations. However, there is no legislation currently in place to control their use in waters that are not designated.
I have to point out that, while I have no function with regard to swimmers and bathers, I am concerned about their safety which is arguably most threatened by such craft.
In this regard, I am advised that Officials from my Department have been keeping this matter under review and are currently examining all legislative options available with a view to identifying the most effective means of controlling power craft in the interests of other water-users.
I can assure the Deputy that I will be supportive of any recommendations made which will provide for the improvement of safety for all water users, including swimmers.
