68 Mr. Lenihan asked the Taoiseach the identity of the external consultants retained in connection with the design of programme identity, design, layout and production of the Strategic Management Initiative report and in connection with the design and implementation of the communications strategy of the report. The following external consultants were retained following a tendering process carried out in accordance with Government tendering procedures: (a) Drury Communications Limited was appointed to develop the communications strategy in respect of the Government's programme of change in the Civil Service, and (b) Langley Freeman Limited was appointed to work on the design, production and publication of the report and other documentation and also on the design of the programme identity.
