Social Welfare (Means Testing) Bill, 1996: First Stage.

I move:

That leave be granted to introduce a Bill entitled an Act to implement the recommendations of the Comptroller and Auditor General in relation to means testing and to provide for the reporting of illicit assets.

Is the Bill opposed?

Since the Bill is not opposed, Second Stage may be taken in Private Members' time.

Will it be possible to take this Bill on 25 July when the Dáil meets?

We shall leave that matter to be discussed between the Deputy and the Whips.

It is a matter for the Deputy's party as to when it moves it in Private Members' time.

In view of the urgency of this matter, would it be possible to have the Bill debated in Government time?

If it is so urgent, the Deputy might have moved it sooner.

The attitude of the Minister for Social Welfare seems to be that it is better to do nothing. Is this called initiative?
