10 Mr. Molloy asked the Minister for Education the plans, if any, she has to ensure that adequate and appropriate psychological assessment is available to children in need of specialist help; and if she will make a statement on the matter. [18051/96]

My Department employs a total of 37 inspectors of guidance-psychologists. Psychological and guidance inspection services have been provided to second-level schools for a number of years. In 1990 four psychologists were appointed to work on a pilot project in primary schools. A further ten psychologists were appointed in 1995 to initiate a Department of Education psychological service for primary schools. These are assigned, as a matter of priority, to schools serving disadvantaged areas. Any expansion of this service will take place in the context of government decisions on public sector numbers.

The policy outlined in the White Paper on Education envisages the provision of psychological services for schools as a function of the proposed education boards. This development will take place on a phased basis. As resources become available the particular needs of children and of schools in various areas will be borne in mind.
At present, the lead responsibility for psychological assessment services for children rests with regional health boards or with voluntary bodies funded by these boards or by the Department of Health.
