Written Answers. - Driving Test Changes.

144 Mr. S. Brennan asked the Minister for the Environment the current position on preparations for a written section of the driving test; the nature of legislative and other changes required; the plans, if any, he has to recruit additional personnel to service the expanded test; the expected timescale for the introduction of the written element of the driving test; and if he will make a statement on the matter. The second EU directive on driving licences provides that such licences shall be issued to those applicants who have passed a test of skills and behaviour and a theoretical test. Draft regulations to provide for the introduction of a theoretical test and to introduce other changes to the driving licence system necessitated by the directive have been prepared and sent to the European Commission in accordance with the consultation process provided for in the directive.

The theoretical test which is proposed will be separate from the current driving test and will be applied as a condition of the grant of a first provisional licence. It is my intention that the new test will be administered by the licensing authorities and that it will be introduced early next year.
