146 Cecilia Keaveney asked the Minister for the Environment if he will review on compassionate grounds an application for a full driving licence for a person (details supplied) in County Donegal, whose application was three days late; and if he will make a statement on the matter. [19948/96]
The period of validity of a certificate of competency is fixed by article 26 of the Road Traffic (Licensing of Drivers) Regulations, 1989 as two years after the date of issue. The regulations provide no discretion to the licensing authority to extend that period. I have no power to intervene in the matter, either on compassionate or other grounds.
