Written Answers. - Youth Service Bill.

Ceist:

163 Mr. Haughey asked the Minister for Education the aims and objectives of the Youth Service Bill; when this Bill will be published; and if she will make a statement on the matter. [19740/96]

The overall aim of the Bill is to provide a statutory basis for the development of youth work. The specific objectives are (i) to set out the policy, budget, research, monitoring and assessment functions of the Minister for Education regarding youth work services; (ii) to establish a national youth work advisory committee; (iii) to enable the Minister for Education to allocate grants for the provision of youth work services; (iv) to define the functions of education boards regarding youth work services, including the stipulation of their procedure for planning, prioritising, and reporting on the provision of youth work services; (v) to establish a voluntary youth council of local voluntary youth work organisations in each of the functional areas to be prescribed; and (vi) to establish a special youth work committee in each education board.

I anticipate that the Bill will be published by the end of 1996.
