79 Mr. S. Ryan asked the Minister for Health if he will provide details of expenditure on consultancy in his Department in 1995 or the most recent year for which figures are available; and if he will provide an analysis of this expenditure as a proportion of staffing and administration costs. Ryan asked the Minister for Health if he will give details of the overall expenditure on consultancy by his Department in each of the years 1985, 1990 and 1995, or the most recent year for which completed figures are available; and if he will provide an analysis of these figures as a proportion of overall staffing and administration costs for each of these years. There are a number of points of clarification which I wish to bring to the attention of the Deputy. The expenditure percentages relate only to the cost of administration of the Department. The 1985 figure does not include any expenditure relating to health promotion, which was then a matter for the Health Education Bureau, whereas the 1990 and 1995 figures include the appropriate consultancy elements of health promotion. The 1995 figure is higher than the figure of £414,245 included in reply to a similar question put down by Deputy Callely on 21 May 1996. The figure of £569,000 includes a number of additional elements such as the cost of studies and research on pregnancy, mental handicap, nursing and sudden infant death. It also includes expenditure of about £40,000 on contract technical staff employed in certain areas of the Department.
