Ceist:

235 Mrs. Geoghegan-Quinn asked the Minister for Education if she will have arrangements made for a review by her Department of a decision to award a person (details supplied) in County Galway a pass master's allowance in respect of an MA degree awarded by a foreign university; and if she will make a statement on the matter. [21508/96]

Applications for allowances in respect of qualifications attained in colleges in the USA are assessed on an individual basis. The criteria for assessment are based on Agreed Report 3/86 of the Conciliation Council for Teachers. The assessment takes account of such headings as the standing of the awarding institution, classification in the Burnham report, entry and course requirements, and the grading of awards.

Following an assessment carried out within my Department, based on the above criteria, it was decided that the qualification in this case did not merit the award of an honours degree allowance.

This decision was confirmed following an appeal from the person in question, and I am satisfied that a further review is not warranted.
